The European Centre for information on Marine Science and Technology (EurOcean) is an independent, non-profit, scientific organisation, founded in 2002.

EurOcean aims to support European marine science and technology advances, by fostering information exchange, cooperation and collaboration among its members, the ocean community and society. EurOcean has been contributing, for many years, with its experience and knowledge in the areas of marine research infrastructures, knowledge transfer, information management, science communication and project management, to the successful implementation of EC funded projects. EurOcean has also a solid knowledge and experience in relation to the reporting and project management procedures applicable to this sort of projects, as well as in programme and project management in general.    

EurOcean has two types of members. Full members are public or non-profit European marine research, innovation and entrepreneurship, funding and outreach organisations. Cooperating members are organisations with a regional or global reach, involved in activities complementary to those of EurOcean.

EurOcean’s Full Members are in 10 European countries, and have outstanding expertise, technology and experience. They count with reputed experts in many key fields such as Biodiversity, Aquaculture, Renewable Energies and Climate Change, among other. Their technology comprises 135 marine research infrastructures. Their experience includes the participation, over the last 11 years alone, in 246 projects of European Commission Research Framework Programmes, in various fields.

EurOcean Full Members research interests vary over time. Presently, they are highly committed in topics such as Blue Biotechnology, Plastics and Noise Pollution, Sensors and Sensing, Big Data, Artificial Intelligence, Circular Economy, Autonomous Vehicles and Youth Engagement and many others. EurOcean is presently looking for a Business Development Officer (temporary), as follows:



  • Develop EurOcean membership and partnerships,
  • Manage the relationship between EurOcean and its members, partners and customers,,
  • Identify funding opportunities for EurOcean, its members and partners,
  • Develop EurOcean services,
  • Build consortia and develop proposals,
  • Collaborate in other EurOcean activities, particularly in EurOcean’s Cooperation and Collaboration Programme.


Eligibility and selection criteria


  • Degree (minimum 3 years) in Business Development or in related and relevant field,
  • Between 3 and 8 years of relevant experience for the position,
  • Experience in developing business relationships,
  • Experience in dealing professionally with varied and multinational stakeholders,
  • Excellent command of English,
  • The candidate should be a citizen of a European country.


  • Good knowledge of the European research funding landscape,
  • Experience in the identification of research funding opportunities,
  • Experience in the development of applications for H2020 and other funded research projects,
  • Experience in European funded research projects,
  • Experience in developing information-based services,
  • Experience in the development of networks and partnerships involving ocean stakeholders,
  • Experience in the identification of funding opportunities,
  • Experience working in international projects,
  • Experience in the development of networks and partnerships,
  • Experience in developing services,
  • Experience in building consortia and developing project proposals,
  • Experience in project management,
  • Experience in working autonomously,
  • Proficient in office software (e.g. Microsoft Office 365),
  • Certification in project management (e.g. PMBoK),

  • Excellent communication and writing skills,
  • Good judgment and an ability to solve problems quickly and effectively.


Employment Conditions

  • The position will be filled on November 1st, 2020. Starting date to be negotiated.
  • The full-time, temporary position is offered initially for a six-month period.
  • The place of work is Lisbon and the job may involve travel, mainly in Europe.
  • The gross monthly salary will be proposed based on relevant experience demonstrated and will be subject to statutory deductions and contributions, according to the Portuguese law.

Selection procedure

  • The Selection Committee is composed of the Executive Director of EurOcean and two other members from the EurOcean Centre.
  • The Selection Committee evaluates the applications and establishes a shortlist of candidates.
  • Candidates who are selected for interview shall be informed by 27th October 2020. Selected candidates will be interviewed on October 30th.
